Norristown Property Management FAQs

Yes. The Municipality of Norristown requires an annual rental license for every residential rental unit, and a unit cannot be lawfully occupied until it is licensed. The rule applies to any home, or part of a home, rented to people who are not family members. Owner-occupied units are exempt from the license fee. For a first-time rental, you submit a completed application, pass a Code Enforcement inspection, pay the license invoice, and then receive the license. Multi-unit and commercial properties need zoning approval before the rental license application is processed.

Under Norristown's 2026 Code Enforcement Fee Schedule, the rental license is $75 per rental unit per year, and it is due by November 15 for the following year. The fee includes two inspections. If the license is not obtained by January 15, the penalty is $100 per unit, and operating a rental without a valid license is assessed double the license fee plus penalties. Extra inspections after a failed inspection and re-inspection cost $50 each.

The Code Enforcement Officer gives you an inspection report listing every violation, and all items must be corrected before the unit can be rented. You then schedule a re-inspection by calling Norristown Code Enforcement at 610-270-0441. Your license fee covers two inspections, and each additional inspection costs $50. If you need more time for repairs, you can file a Rental Inspection Extension Request for $50. If corrections are not made, Norristown can issue non-traffic citations and non-compliance penalties that start at $250 plus $25 per unit.

West Norriton adopted a new rental housing ordinance, Ordinance No. 2024-771, on November 12, 2024. Every rental unit needs a license, which renews every year by January 1, with the annual fee set by the Board of Commissioners. Owners must name a Local Responsible Agent who lives on the property or within 15 miles of the township, file a tenant and landlord information form at every tenant change, and include the township's right to inspect in the lease. Violations can bring fines of $100 to $1,000 per offense, and each day a violation continues counts as a separate offense.
